Because of these two traits, even those who don't normally make friends might let Lorelei in. However, if they see Lorelei acting differently around somebody else, that might cause some stress, worry or anger. Now, close friends and best friends will be hard to achieve. This is because Lorelei doesn't know who she is, really. A best friend would be someone who Lorelei feels completely comfortable around, so that she doesn't constantly feel the need to pretend like she does with most people. However, if your character is particularly stubborn, prejudiced, or something along those lines, then we might have something to go off of here. Another way to make Lorelei an enemy is to hurt her or her Pokemon just for the fun of it or for the sport of it. Now, putting enemies aside, I think rivals might be fun, if you would be interested in that.
